This suggests that the man in red is representing the upper-class. Looking at the men ploughing the earth, the man in red is just whipping the oxen while the oxen are pulling the plough and the other man is holding it. The artist used the literal meaning of the quote in the painting. “He that by the plough would thrive –– Himself must either hold or drive”. However, the quote from Benjamin Franklin, one of the founding fathers of the united states, at the bottom tells a lot about the context of this piece.
